Labor and Management Experience
Labor Side:

In the UK, John was instructed as standing outside counsel to the Police Superintendent's Association of England and Wales, the National Black Police Association, and the Metropolitan Black Police Association. His practice involved advising and representing police officers and civilian police staff on a wide range of employment issues. Many of John's cases had national media profiles, and he was recognized as one of the leading practitioners in defending senior police officers accused of serious misconduct. His wider expertise in police law also resulted in his being instructed to represent the Metropolitan Black Police Association in the Morris Inquiry, which was a major public inquiry into employment practices in the Metropolitan Police Service.

As a senior consultant with C. Richard Barnes and Associates LLC, John provided strategic organizational and labor relations advice, training, and representation across all of North America to a wide range of management and labor organizations. Labor clients included the International Brotherhood of Electrical Workers; the Construction Users Roundtable (CURT); the International Union of Painters and Allied Trades; the International Brotherhood of Boilermakers, Southern California Pipe Trades Council; the International Association of Heat and Frost Insulators and Allied Workers; and the International Association of Iron Workers.

Within his own labor relations practice, he advised and represented individual grievants, including providing representation in PERB proceedings and arbitrations. He also provided pro bono advice and representation to CSU faculty represented by the California Faculty Association.
Management Side:

As a senior consultant with C. Richard Barnes and Associates, LLC, John provided strategic organizational and labor relations advice, training, and representation across all of North America to a wide range of management and labor organizations. Management clients included Bechtel, ALCOA, Detroit Edison, the University of Wisconsin system, California State University system, the Mechanical Contractors Association of America, and the National Electrical Contractors Association.

John served as the Associate Vice Chancellor for Labor and Employee Relations for the California State University System. In this role, John had operational responsibility for negotiating and administering the Collective Bargaining Agreements for the CSU's fourteen bargaining units, consisting of over 65,000 represented employees and an annual compensation base of more than $5 billion. Oversaw the grievance and arbitration process for all fourteen bargaining units and was responsible for all CSU matters before the Public Employment Relations Board.

Within his own labor relations practice, provided advice and representation to a range of management-side clients in a wide range of industries and sectors, including advice and representation on labor relations and employment matters to members of the California Employers Association, including NLRB and PERB representation.
