What has been done

Text and background colors meet the AA contrast standard in both light and dark mode. Every page has a single main heading and a logical heading order, a skip link, visible keyboard focus, and text that can be resized without loss of content. Form fields have visible labels. Images that carry meaning have text alternatives. Animation is minimal and respects the “reduce motion” setting. The site uses no cookies, pop-ups or auto-playing media.

Known limitations

The two PDF downloads (the panel biography and the hearing procedures and fee schedule) reproduce content that is also available on the web pages; if you have difficulty with the PDFs, the same information is on the About and Arbitration pages.
